Okay, if budget is no object book the Ritz Carlton in Tyson's Corner. They have a great pool and are located immediately next to Tyson's Galleria, the "mall across the street" I mentioned above. Other hotels with pools not far from Tyson's Corner Center Mall (where American Girl is located) include:

Westin Tyson's Corner

Hilton Garden Inn Tyson's Corner

And there are others.

For museums, you won't be too far (maybe 20 minutes) from the Udvar-Hazy Air & Space Annex at Dulles Airport. But your girls have to like space and planes for that to be interesting. Other than that, most of the other museums of note are the Smithsonians down on the National Mall (as distinct from Tyson's Mall).

For parks, you have LOTS of choices. Want a world-class playground? Check out clemyjontri park in McLean, about 10 minutes away. Want nature? Go to Great Falls National Park (about 15 minutes away). Want a bit of history? Check out Claude Moore Colonial Farm (re-opens for season April 3). Want a petting zoo? Reston Zoo reopens for the season March 9.

For food, it's frustrating that you have provided ZERO additional guidance for us. Tyson's Corner Center has approximately 50 different places to eat. Pick one. Places I'd be OK taking my four year old include, but are not limited to:
